While killing rats generally isn’t illegal if they’re pests, something as pointlessly sadistic as chopping up a live mammal in a blender is probably covered by animal cruelty laws no matter what, esp. compared to edge cases like [[Mr. Hands|bestiality that doesn’t actually hurt the animal]].
