This cat gif is a Scratch animation made by user RainLauncher85 (also known as ThatScorbunny879).

The animation starts with a looping GIF of a cat for 17 seconds who is dressed up and eating a banana, only to get interrupted by an edited picture of Jigglypuff from Pokémon with red eyes along with a loud scream. This is followed by a text-to-speech saying the lines: "Why do you think they call it DOPE?". The project was deleted alongside the creator's old account after having been banned for 7 years.
