As the name implies, it consists mostly of a slideshow of little children dressed in Halloween costumes. It is similar to another Sabotage prank called [[The Cutest Puppies on the Web|Cutest Puppies on the Web]], which also uses an adorable slideshow as a setup for the screamer.


Once the user clicks "Play," the slideshow will automatically browse through the pictures without the user having to slide the next picture themselves. Most of the images in the slideshow are lighthearted and depict kids dressed up as animals, fictional characters, or food items. However, the 13th picture, which appears before the screamer, portrays a child dressed up as ''[[wikipedia:Ali Shallal al-Qaisi|Ali Shallal al-Qaisi]]'', an Iraqi prisoner who was tortured at Abu Ghraib prison during the 2003 Iraq war. While the costume is clearly photoshopped, the child's head on the outfit is distinguishable if examined closely. After the 13th picture, an edited image of a man with sharp teeth, four eyes, black knuckles, and small tentacle-like appendages on either side of his head will suddenly appear and zoom in with a loud, high-pitched scream, accomplishing a thumbs-up gesture before briefly blinking with all four eyes.

The Cutest Kids in Costumes also known as Kutest Kids in Kostumes (which stands for K.K.K) on the title screen, was a Liquid Generation sabotage screamer.
