Happy-Halloween.gif is a screamer GIF made by Kris Wilson, one of the creators of the Cyanide & Happiness webcomic.
The comic has two characters talking about a serial killer whom they say, is "so ugly, it's impossible to take a photo of him and that everyone hands him the camera", after some seconds. The comic becomes animated as the characters in all of the panels shift their gaze and look at the viewer before a realistic face pops up with flashing lights.
