It pretends to be a website, at first glance, there is a link along with text saying here, and if clicked it redirects the user to Pnrtscr.com, which will take the browser into full-screen mode with the flashing image of Jeff the Killer (as used in Anne.jpg), accompanied by an extremely loud screech. The creator of the site also has their own discord server, where he calls himself 'popbob'.
