Fliqpy.exe is a screamer video made by Joey Sikk on May 1st, 2015. It's based on the popular adult animated series Template:Wikipedia which has gained a humongous online presence over the past few years.
The 14-second long video starts off with the typical Happy Tree Friends intro. However, after 8 seconds when the title card starts to disappear, a close up edited version of Fliqpy zooms in with a loud roar while holding what appears to be a gardening spade. The scream itself originated from the Tom and Jerry episode The Milky Waif, where Jerry Mouse roars at Tom Cat. The scream in this video would later be used for Arthur.exe from Atarster's Angry German Kid series.
