420yolo.com is, indeed, a jumpscare, containing the usual Jeff the Killer flashing with a loud yelling noise.
People have said that sometimes the site will refuse to load. This could be because the author sometimes turns it off.
People have said that this site gives out malware, or unwanted ads, by exploting the Google Chrome and Firefox extensions. This has been confirmed false, but on the other hand, the site may give out cookies.
