The gif shows a dog tied with a rope around its neck, a guy with what appears to be a lighter sets the dog on fire and then lets it go. Once freed, the dog runs desperately while the cameraman chases him from behind. The last few seconds of the gif show the dog trying to put out the fire by moving desperately.
