Hitomiharassment was originally hosted on Neocities web hosting service in 2024. Before being removed from the service at a later date, it was at one point unexpectedly replaced with a redirect to the .zoy mirror of Last Measure. The .zoy mirror was created by one of its members Sam Hecovar.
An anonymous user, allegedly the owner of hitomiharassment, commented as Kcaplund on the now-deleted Matsuyama Dokuhara article. The commentor reveals the website's true purpose is to target unspecified animal abuse groups with shock imagery.

The opening webpage features a title and text that reads "Click Enter." When hovered over, the image covers the entire section and so is designed to be clickable. In the source code, this particular image has Islamophobic and kaomoji text written in the back of it, reading: "terrorist act middle east terrorism terrorist hunting permit ctu edu september 11 terrorist terrorist handbook (=^・^=)(=^・^=)(=^・^=)(=^・^=)(=^・^=)(=^・^=)(=^・^=)(=^・^=)(=^・^=)(=^・^=)(=^・^=)(=^・^=)"
The site's source code was taken from another shock site called blacklivesmatterin.cf. It barely had any changes except a few Japanese texts is encoded within, with words like:

*メンヘラ嫌味の鬼才 (A genius at snide remarks—with a touch of "menhera" instability)
*メンヘラ ("Menhera" emotionally unstable/attention-seeking)
*ひとみハラスメント (Eye-contact harassment)
Aside from this, the original text source contains a large amount of unused and broken JavaScript, such as functions that are neve properly executed: <code>creationsystem()</code>, <code>moveWindowWithWowEffect()</code>, etc., loading improper audio arrays (such as "HEY.html"), and event handlers that rely on non-existent or incorrectly referenced elements. As a result, large portions of the script would effectively not run.

After entering the site, the user's web browser unexpectedly downloaded a file named "hitomi.gif." The GIF plays an epilepsy-inducing strobe-flash loop of shocking imagery, including an infamous photograph of Goatse, screenshots of beheading videos, an infant with harlequin-type ichthyosis, road accidents, and other disturbing medical photographs. Due to its flashing of inverted and normal colors, it matches the aesthetic of Kekma.net indirectly. The GIF was intended to play in the background while also being programmed to download onto the user's computer without their consent. Had the user not permitted the website to download multiple files, a feature disabled by default, it would not have occurred instantly.
