Seahorse Seashell Party is an episode of the hit comedy Family Guy, (Season 10 Episode 2) and the plot synposis is the following:

A storm hits Quahog, Stoolbend and Langley Falls; Brian consumes questionable substances in an attempt to calm his nerves; Meg loses it after the family takes one too many jabs at her.

There is a jumpscare in this episode, relating to Brian's part of the episode.

At one point in the episode, Brian's drug trip turns that bad he's cowering in Stewie's crib while Stewie tries to comfort him.

At this point, Brian's hallucinations become exceptionally bad, as he starts hallucinating about this twisted up, rather detailed for Family Guy, world. He starts seeing stuff like a skinned Peter Griffin being a pig roast, getting stung by bees, a nude Lois who has snakes in her eyes.

However, at the climax Brian is falling down a firey pit, before the clip fades to white.

At this point, Stewie appears on a pure white background, before the camera zooms into his face, which turns turns demonic and screams.

That is definitely a screamer. It tries to lure into a sense of security before playing a scream and zooming into a deformed version of Stewie. The flashing epileptic lights right after really add to the effect. Is it that bad, no. But is it a screamer, yes.
