It says (literally):
The comic is about a true story that happened in South Korea.
As Horang says: "In 2007 [...], a 33-year-old women jumped off
her apartment and died on the spot. Known as surname Cho, a
divorcee due to her extra- marital affair, she had lost her
custody of her 2 -year-old daughter and decided to commit
suicide."
That's how it's based off a true story.

Should the description of the comic be in present tense rather
than past tense? Past tense works when describing the origin of
the work, who created it etc. but in the context of describing
a work of fiction like the events of a comic, past tense works
and reads a lot better.
