A Twitter user @scarycontent, who posted the latter video, shared a screenshot of the cropped version of the blender with Chinese writing on it and asked others to translate it. The characters reportedly read "Health Sensitive Extraction Machine.", the writings led to many users believe that it was filmed in mostly likely China. However, without prior knowledge to who the actual culprit was, another Twitter also shared a supposed location where the video was filmed, though it has not even been actually confirmed and deemed mostly false.

According to a handle of claims, all description of the culprit possibly matched to a food blogger Xu Mouhui. According to the police, an investigation was launched immediately after receiving reports on April 26 about a stolen cat and an abusive video. The Funan County Public Security Bureau reported that on April 27, at 15:51, the Chengbei Police Station received a call from a group of individuals claiming to have located the cat thief, Xu Mouhui, and requested police assistance. The Chengbei Police Station promptly dispatched officers and initiated an investigation. Subsequently, it was discovered that on March 15, Xu Mouhui (29 years old, male) engaged in cat abuse in a small forest located in Lucheng Town, Funan County. Xu filmed a short video of the abuse and shared it within a QQ group. In relation to the QQ group, it was revealed that prior to the live broadcast on the evening of May 7, group members had released videos of cat abuse within a temporarily established QQ group. However, no instances of cat abuse occurred during the live broadcast. Instead, the broadcast took on a "preaching" nature, describing the pleasure derived from cat abuse, methods of abuse, and promoting the belief that cat abuse is not legally punishable. The organizers called upon listeners to join in. Analysis of the live recording, provided by Yu, a source for the Chao News reporter, indicated that the live broadcaster expressed personal happiness through cat abuse. They also claimed that the group leader who reportedly suffered from depression, found happiness through cat abuse, urging viewers to empathize with him.[1]
On April 27th, Weibo user @杰克热条 posted an apology letter signed by "Xu Zhihui", expressing deep remorse for engaging in cat abuse and sharing related videos in QQ groups. Xu Zhihui acknowledged his actions and conveyed his shame and sorrow. Following the video's circulation online, both law enforcement agencies and internet regulatory bodies promptly reprimanded him and initiated an investigation to establish accountability. In his apology letter, Xu Zhihui pledged to take this incident as a lesson and value the lives of animals as he would his own. He also shared a similar apology on his Weibo channel, expressing his profound regret and willingness to face the consequences of his behavior. Xu acknowledged the criticism and scrutiny from the public security bureau and internet authorities, requesting an opportunity for redemption. The comments section of the post was disabled.[1]
