This cat gif is a Scratch animation made by user RainLauncher85 (or known as ThatScorbunny879).
The animation starts out with a looping GIF of a cat whose dressed up and eating a banana, only to get interrupted by a picture of Jigglypuff with red eyes with a scream. followed by a text-to-speech saying the lines: "Why do you think they call it dope?".
